If this happens prior to fitting the back-float to the user there is no hazard, but if the breakage were to occur during use in the water, there is a possibility of drowning. The instructions for use state that "The wearer should be under constant and competent supervision." and "Supervision should be within arm's reach of the wearer at all times". Published 2010-12-24.
